The Etruscans were the forerunners to the Romans.  They gave us many architectural innovations such as the arch and vault, typically thought to be Roman.

Roman art is best known for being practical.  It was art of an empire.  Roads, aqueducts, colosseums, forums, and public baths are just a few of the many works of art Rome has become so famous for.
